However, when it comes to social vices, substance abuse and illegal gambling are occasionally reported in certain neighborhoods, which concerns many local residents.

Sample Answer:

I’d like to talk about a growing social issue in many modern societies, including Vietnam, which is online gambling and internet scams. With the rapid advancement of technology, social vices have shifted from physical spaces to the digital world.

This problem affects a wide demographic, but the most vulnerable groups are young people and the elderly. Young adults are often drawn in by promises of easy money, while older individuals may lack digital literacy and easily fall prey to sophisticated online schemes.

There are two primary causes behind this issue. Firstly, the anonymity of the internet makes it difficult for law enforcement agencies to track and penalize cybercriminals. Secondly, a lack of financial literacy and emotional isolation often lead individuals to seek shortcuts to wealth or entertainment, making them susceptible to manipulation.

To address this menace, a multi-faceted approach is required. On a governmental level, authorities must strengthen cybersecurity laws and collaborate with tech platforms to stamp out illegal gambling sites. On an individual level, public awareness campaigns should be launched to educate citizens about digital safety. Only through a combination of strict legislation and community education can we effectively protect people from falling victim to these digital traps.

IELTS Speaking Part 3 Sample Answers – Responsibilities & Solutions

Part 3 requires you to have a multi-faceted perspective on law, ethics, and humanity in society.

Question 1: Whose responsibility is it to deal with social evils: the government or individuals?

Sample: It is a shared responsibility. The government and law enforcement agencies must lead the way by establishing strict legal frameworks, conducting crackdowns, and building rehabilitation centers to support victims. However, individuals and families also play a crucial role. Parents need to provide emotional support and guidance to prevent youngsters from straying into wrong paths.

Question 2: Do you think harsh punishments are the best way to reduce crime and social vices?

Sample: While strict penalties act as a strong deterrent, I don’t believe they are the sole solution. Heavy fines or imprisonment address the symptoms rather than the root causes. If we don’t tackle underlying issues like poverty, unemployment, and lack of education, people may revert to illegal activities even after serving their sentences. Reintegration programs and social welfare are equally vital.

Question 3: How can society help people who have fallen into social vices restart their lives?

Sample: Eliminating the social stigma attached to former offenders or recovering addicts is the first and most vital step. Society needs to offer them a second chance through vocational training programs and mental health support. When local communities show empathy and companies are willing to employ them,
